I expected -o fullconfig to be like -N, in that you could run it while rsyslog is running, it would dump the config and exit.

Instead this requires actually stopping the running instance and starting rsyslog with the new config that it then outputs.

Please make a varient that does not actually open sockets (to listen, or to write), or write the pid file, etc so that the config can be checked while rsyslog is currently running from the same or another config

for backwards compatibility, we will probably need to introduce something like fullconfigonly that only dumps the config
