the logs in the disk queues will get sent, but it's slow, and the files won't go
aay until their contents have been sent and rsyslog does a graceful shutdown.
the files don't go away because rsyslog doesn't know if they will be needed in
the next second, and trying to have them go away while new logs show up that
need to get added to them is a really nasty race condition, so rsyslog just
doesn't delete the last file in the queue until shutdown.
setup impstats so that you can see the number of messages in the DA portion of
the queue.
