I added this exact line:

/var/log/debugfile;RSYSLOG_DebugFormat 

to /etc/rsyslog.conf

and then did

systemctl restart rsyslog

but no /var/log/debugfile has appeared.

The config passed muster with -N1.

This is the entire /etc/rsyslog.conf file:
