I would guess that there simply is a bug in the old version. Anyhow, the state file is never zeroed, as it is needed to detect a new file. Usually (but not guaranteed) this works even with copytruncate. Among other things, the truncated file must have been larger than 512 bytes and the new data must be different in the first 512 bytes.
