* make sure permissions will let you do it.
* you can steal tickets and you can pass on tickets typically.
 
Eg, if Joe has a ticket and you want Tim to have it. You may need to steal from Joe (so you now own it) and then assign it to Tim.

I thought that changing the owner of a ticket would be as simple as going to People, selecting a different person in the Owner drop down, and Saving my change.  Apparently that is not the case.  Can someone tell me how to change the owner of a ticket?
