After configuring fastcgi instead of mod_perl2, it works :(

So I will continue investigate with mod_perl2.

I can't find the source of this problem, so I will continue using
fastcgi, sorry for mod_perl2 ;)
I had to use the following line in /etc/init.d/apache2, and I'm using mod_perl2 (ubuntu 7.04)

ENV="env -i LANG=C PATH=/usr/local/bin:/usr/bin:/bin NLS_LANG=AMERICAN_AMERICA.UTF8"

Its one line and I added the NLS_LANG part. Without it I had problems with é etc.
