I haven't tried the plugin yet, but based on the docs
(http://search.cpan.org/dist/RTx-WorkflowBuilder/bin/rt-workflow), I'd
guess you need something like:
Set($WorkflowBuilderRules,
{ 'CMR-approval-rule' => ['CMR-approval' => ['IT Manager approval',
'IT Director approval'] ] } );
