I did this by modifying html/Ticket/Elements/ShowTransaction, adding
$titlebar_commands .=
"[<a href=\"" . $DisplayPath . "&Queue=other_queue" . "\">" .
loc('Other_Queue') . "</a>]";
after the regular [Reply|Comment] section.
