If you're up-to modifying RT's code, you can use Log::Dispatch::FileRotate instead of Log::Dispatch::File in a new RT_Local.pm file that will override InitLogging() function of RT.pm. Log::Dispatch::FileRotate allows rotation by file size or date/time while retaining a specified amount of previous files. Does not require restarting Apache upon log rotation.
