We use RT::Client::REST to append comments to tickets as part of our Subversion integration. Seems to work just fine.
Check out http://blog.rot13.org/2008/09/request_tracker_subversion_svnweb_microblogging.html for an example on how this might be done. My only suggestion would be to extend the example by adding in additional error catching as shown in the RT::Client::REST documentation.
