try this

if ($transactionType eq 'Create' &&
$self->TicketObj->RequestorAddresses eq $Queue->CorrespondAddress) {
return 1;
}
return 0;
But keep in mind that RequestorAddresses is maybe a list of addresses
and CorrespondAddress is a single address.
