You really have more problems not related to RT! I'd be surprised if your Apache instance runs when you exclude RT configuration from it. Does it?? First thing is you must have a running instance of Apache. Thereafter you ensure that it meets RTs requirements in terms of either mod_perl. I am afraid you have to follow that, though I must say I don't speak for RT Team.
