That would probably be in Principals, with the 'Disabled' field set to '0'.
That being said, you should probably use the API to create users en-masse. It would avoid minor problems like this. These will be unprivileged users that will use the SelfService link to create tickets. I have succesfully imported the users directly into MySQL on a test system with phpMyAdmin.
