[rt-users] autocreate

AutoCreate got me to thinking about how nice it would be if new users  
could create themselves (in an unpriv state) via the web interface.   
I've tried setting AutoCreate and WebExternalAuto to 1, but am still  
required to have a valid login.

Given that I've misunderstood these variables, is there a way for  
users to create their own accounts (so that I do not need to  
distribute passwords)?
