New fields need to be added explicitly on the User Summary page. As far as I know, it's not a rights issue.
Does changing the $UserSummaryExtraInfo config value solve your problem? Personally I try to debug rights issues by determining and then inspecting the relevant code. There are probably more efficient ways.
