*Requirements:*

·        Experience creating documentation (e.g. system, program, user,
technical);

·        Experience developing business requirements that drive the
analysis and design of quality technical solutions;

·        Experience in the development of new code;

·        Experience participating in component and data architecture
design, performance monitoring, product evaluation and buy vs. build
recommendations;

·        Experience in systems analysis, design and an understanding of
development, quality assurance and integration methodologies;

·        Experience developing database driven applications in a Microsoft
Visual Studio.Net environment with C#, VB6, VB.NET <http://vb.net/>, ASP,
and Oracle 10g;

·        Experience using Microsoft SQL Server through 2008 and Oracle 10g;

·        Experience using Microsoft Visual Source Safe and Team Foundation
Server (TFS);

·        Experience using object-oriented development techniques;

·        Experience using 3-tier logical/physical architected applications;

·        Experience using Control-M, IBM FileNet P8 platform, and Windows

·        Ability to communicate effectively (verbally and in writing) with
technical and Department staff;

·        Programming and systems analysis experience (preferred);

·        Experience working in an intermediate professional level role
(preferred);

·        Experience developing solutions requiring analysis and research
(preferred);

·        Experience working on small to large, complex projects that
require skill in multiple technical environments and in a specific business
area (preferred);

·        Experience working on one or more projects as a project team
member or as a project lead (preferred);

·        Experience with the Department’s e-Commerce Broker financial
system (preferred);

·        Experience with DFS security and information technology related
procedures (preferred);

·        Experience using Crystal Reports Server and Windows Script File
(WSF) (preferred);

·        Experience using the Department’s licensing systems (AALF, ALIS,
DICE, FCDICE, FACS-DICE, ANDI, eAppoint, NFTI Systems, e-Commerce Broker)
(preferred);

·        Experience developing applications for the Department’s, Office of
Information Technology (preferred);

·        Experience applying BPA methodology (preferred).



*Responsibilities *include but are not limited to the following:

·        Develop a study which includes options and recommendations for an
enterprise replacement strategy with a specific focus on service-oriented
architecture and cloud integration;

·        Develop technical documentation assessing the current state for
each of the applications, including:

·        Application network and software environment and configuration;

·        Major functionality;

·        Business rules and processes;

·        Calculations;

·        Output and reports;

·        Assumptions, limitations, and dependencies;

·        Integration specifications;

·        Security protocols;

·        Data management with all inputs and outputs;

·        Review the current application code structure to determine issues
with the application code;

·        Identify costs associated with IT Debt and Technical Debt;

·        Make recommendations regarding the development of new code or
reuse of existing code;
