Title: Project Manager

Responsibilities
   
   - Develop and disseminate communication materials about research conducted 
in the Division of Pre-Clinical Innovation (DPI) Informatics Team, and the 
investigators in the team. Materials will be disseminated internally and 
externally through web portals/websites and social media (e.g. Twitter, etc.) 
Written materials should be specific to expected audiences, which ranges from 
scientific experts to the general public.
   - Work with the DPI Informatics team director to define criteria used to 
evaluate research proposals that will be accepted for collaboration with DPI 
Informatics Team.
   - Work with the DPI Informatics Team director to create a clear process for 
managing requests/proposals, including evaluation and dissemination of review 
results, and follow-up tracking of progress when projects are undertaken. 
Implement this process in a coordinated, transparent fashion using 
tracking/versioning best practices.
   - Organize, implement, and lead working groups to evaluate the scientific 
merit of collaboration requests/proposals submitted to the DPI Informatics 
Team. Produce written materials/documents that clearly summarize the goals of 
submitted requests/proposal projects.
   - Work with the DPI Informatics Team director to ensure clear communication 
within the DPI Informatics Team, including scheduling/hosting meetings, 
soliciting and tracking regular feedback from the team, and create/disseminate 
action items and results of team feedback.
   - Advise and brief DPI Informatics Team staff on internal strategic goals, 
and plans/progress of implementation.
   - Work with the DPI Informatics Team director to provide technical and 
scientific assistance to researchers interested in collaborating with the DPI 
Informatics Team.
   - Work with the DPI Informatics Team director to plan, organize, and execute 
DPI-sponsored events, including workshops, hackathons, and symposia.
   - Coordinate and facilitate projects undertaken by the DPI Informatics Team, 
including those that involve intramural/extramural collaborations. Support 
includes but is not limited to scheduling meetings, scheduling conference 
rooms/web conferencing, and writing meeting minutes.
   - Interact with the NCATS scientific and executive management staff to 
facilitate exchange of ideas and strategy.
   - Fulfill Federal/Congressional reporting requirements, including collecting 
information, collaborating with budget personnel, and preparing written reports 
and controlled correspondence.
   - Serve as a knowledgeable spokesperson for the DPI Informatics Team 
projects in dealing with the scientific community, advocacy organizations, the 
Congress, and other Federal agencies.
   - Represent the DPI Informatics Team on various trans-NCATS committees and 
working groups.
   - Interact with the research community in academia, not-for-profit, and 
for-profit organizations to understand needs, gaps, and opportunities by 
attending scientific meetings, workshops, and working groups.
   - Plan, organize, and execute public stakeholder forums for the 
dissemination and marketing of DPI Informatics Team research outcomes and 
products for potential licensing.
   - Research and summarize background materials; locate scientific or other 
policy related information on the internet and other means, including 
literature, media, and database searches.
   - Compile data and prepare graphs, slides, and presentations to support 
information needs at the DPI Informatics Team level.
   - Observe and/or participate in numerous meetings, taking and organizing 
detailed and thorough minutes, providing minutes/reports and follow-up 
materials on these meetings, ensuring that action items from meetings are 
followed-up, and tracking action items.

Qualifications
   
   - PhD in Bioinformatics, Cheminformatics, Biomedical Sciences, or a related 
discipline; three (3) yeas of specialized experience plus a Master's degree is 
equivalent to a Ph.D.
   - Minimum of three (3) years of science analysis, science writing, or 
related experience.
   - Experience communicating with research scientists in academia, 
not-for-profit, and for-profit organizations.
   - Experience with communications and outreach processes, including 
reporting, websites, and social media.
   - Ability to evaluate scientific research programs.
   - Experience with NIH and other Federal/Administrative clearance processes 
and procedures.
   - Excellent communication skills, both oral and written, including formal 
publication-quality writing and presentations.
   - Expertise in translating complex scientific material into non-technical 
language for myriad of audiences, including the general public and policymakers.
   - Excellent analytical, organizational, and time management skills.
   - Ability to work independently and proactively.
