Job Description:
Duties/Responsibilities:
-
Lead and mentor IES project managers, aligning with the IES program’s mission and vision.
-
Define and manage project scope, schedule, and budget (minimum $100M), mitigating risks and variances.
-
Oversee the Systems Development Life Cycle (SDLC), including requirements definition, technical design, development, testing, deployment, and training.
-
Manage resources in a matrix organization, collaborating with senior management on resource allocation.
-
Facilitate technical and business requirement discussions with stakeholders, including state agencies, Social Service Districts, and Systems Integration vendors.
-
Oversee vendor implementations, ensuring adherence to scope, methodology, and deliverables.
-
Proactively identify, assess, and mitigate project risks, following the IES change control process.
-
Provide regular status reports to the IES Program Director, Project Sponsors, and governance bodies.
-
Perform other duties as assigned.
Qualifications
-
Experience:
-
12+ years as a PMO Project Manager, with 2+ years in a leadership role on complex projects.
-
Proven experience in Health and Human Services Eligibility systems (Medicaid, SNAP, Public Assistance, HEAP, or ChildCare).
-
Expertise in data conversion, data modeling, legacy systems, ETL processes, and data quality validation.
-
7+ years managing resource-loaded project schedules using Microsoft Project and Project Online, including VBA scripting.
-
5+ years of experience with Agile methodologies and knowledge of data governance, privacy, and compliance standards.
-
Experience managing programs with budgets of $100M+.
-
Demonstrated ability to lead technical discussions and collaborate with technical teams, data analysts, and integration partners.

Education: Bachelor’s degree in Business, Computer Science, Engineering, or a related field.
-
Certifications: Current PMP or equivalent certification from the Project Management Institute.
Skills and Competencies

Strong leadership, communication, and stakeholder management skills.

Proficiency in risk management, vendor management, and SDLC processes.

Comfortable navigating complex, data-driven environments with a focus on compliance and quality.
