Should there be separate qemu configurations for each target architecture?

I know from my experience in the past that it is rare for all of them to be
working at the same time and patches apply cleanly.

qemu can be built for a single target so I thought this makes sense.

At this point, we have separate arm and sparc patches floating around
and I was going to go back through my qemu versions and try to get
them into rsb. Some use patches against old versions. Yes.. they need to
be updated, but they are all out of sync now, just like gcc and friends
can be.

Thoughts?
