Question: Didn't 'Reconstruction' after the War between the States
rebuild the South?

To answer your question; I would imagine that we figured out that poor
jobless people with no hope of getting out of their dire straits make
poor peaceniks.  They go and do foolhardy things like elect Adolph Hitler
Chancellor.
