The BIER BFD document is updated to new version( 
https://www.ietf.org/internet-drafts/draft-hu-bier-bfd-01.txt) according to the 
comments from Jeffrey, Donald and Greg.


The main changes are as following:


(1) Removing the definition of BIER OAM packet format, and referring it from 
BIER-PING document. For the BIER OAM packet format has been defined in that 
document.


(2) Correcting some references, because some draft had been published.


(3) Riching the security and Acknowledgments parts.


(4) Removing the IANA requesting for NLPID value. It is not necessary to assign 
a new NLPID for BIER.

Abstract:
   Point to multipoint  (P2MP) BFD  is designed to verify multipoint 
   connectivity.  This document specifies the support of P2MP BFD  in
