Hi all, -09 addresses the comments from Deborah as part of the IESG review.
Changes are mostly editorials: - the name of the algo has been changed to "SPF Back-off Delay algorithm" - the unnecessary term "abstract" have been removed on a few occasions - the following sentence has been removed as it does not help in specifying the algo.
