Hi all,

-09 addresses the comments from Deborah as part of the IESG review.

Changes are mostly editorials:
- the name of the algo has been changed to "SPF Back-off Delay algorithm"
- the unnecessary term "abstract" have been removed on a few occasions
- the following sentence has been removed as it does not help in specifying the
algo. "Optionally, implementations may also offer alternative algorithms"

We still have to resolve the comments from Alvaro (once he returns from
vacation)
