Given that RTGWG is the dispatch WG for the RTG area and that this proposal 
includes some interesting new concepts, I think RTG would be a fine home for 
the work.

It is however largely up to the WG Chairs and AD whether they accept the item, 
but as far as I can see it is within scope.
