I'm sorry Linda, but the history here is that you've claimed that ECN is: * Not relevant to the public internet; and * Not relevant to cloud data centers. I've provided references to multiple RFCs that suggest both claims are wrong (RFC 9330-9332) and a reference to an RFC that specifies exactly what to do (RFC 6040) to which you've objected.
If you are unwilling to cite RFC 6040, I would suggest that it is your responsibility to propose text.
