1) Generally Irresponsible? 2) You have not anticipated PIO's defenses. However, your later RTIs show some (minor) improvement. So what I can suggest is - do not get disheartened / frustrated in this round of RTI'ing. Read the replies (if any) carefully. Search for use of Parliamentary / evasive language. LEARN from this experience. Assume that PIO is right and you are wrong - you will learn. Do not file First appeals for these ones. What I further suggest is that you carefully study sections, 6,7 and 8 - research each and every word here and in the exemption clauses. Do not go by the "common" or "dictionary" usage of the words used therein (like all those other misguided Maharashtra based activists - BTW I am a former Mumbaikar and deeply love the city and its people). The words /terms used in RTI ACT are legal words with vast caselaw behind it. Think like a PIO and you will start getting out information. PIOs are winning because applicants are budhoos. In any case the RTI Act is a very poor and toothless law - so be thankful for whatever you do manage to get using it.
