Dear Sirs /Madam,

I am constrained to send this communication to all the above named
NHAI officers by email since the so-called "17 RTI Manuals" of NHAI as
published on the website continue to refer to Sh.G.P.Chand as PIO of
NHAI and give his email ID only. Kindly therefore take necessary
action on this communication since I cannot locate Mr. V.K.Sharma -
GM(Admn) & CPIO/NHAI's email ID on NHAI website.

I have received yesterday (ie 4-Feb-2008) the letter no.
11041/131/2007-Admn.(Rep)/499 dated 24/31-Jan-2008 from Sh.V.K.Sharma.
It is a reply to my RTI request filed on 31-Dec-2007 in person.
However, I notice from the envelope of the said letter that it was
only despatched by Speedpost on  01/Feb/2008 at 12:45 from  Sansad
Marg Post Office. As such the reply is desptached to me at least 1 day
beyond the maximum period of 30 days allowed by RTI Act 2005 in any
case. It is also pertinent that my RTI request was filed under "life
or liberty" proviso which requires information to be provided within
48 hours - and few people died due to non reply of PIO.

I note from CPIO's reply that I may visit HQ after fixing prior
appointment to inspect documents (to be specified in writing).
Accordingly I hereby request for appointment to inspect the following
documents which I had already specified in my RTI request of
31/Dec/2008 and which I am setting out again for your ready reference.
(As per my talks with Sh R.P.Indoria the information concerning NH-8
alone runs into well over 2,000 pages.)

1) The entire files / records of NHAI concerning my previous RTI
request of 2/Feb/2006.

2) All the documents which Sh R.P.Indoria is alleged to have provided
me consequent to the Appellate Order of First Appellate concerning my
RTI request of 2/Feb/2006.

3) All the information provided to me free of charge on my previous
RTI request of 2/Feb/2006.

4) All the information provided to me against payment of prescribed
fees on my previous RTI request of 2/Feb/2006.

5) All the documents / records relied on by then CPIO to reply to my
previous RTI request of 2/Feb/2006. These shall include:-

a) The concerned engineering drawings
b) The concerned commercial agreements
c) The concerned Tripartite agreements
d) The concerned Laws
e) The concerned opinions
f) The concerned orders
g) The concerned file notings
h) The concerned internal correspondence
i) The concerned permissions from local or other competent authority
j) The concerned correspondence between myself and NHAI and email records.
k) Any other relevant document  considered by Ld.CPIO to reply

6) All the documents / records relied on by the First Appellate
Authority(s) of NHAI to decide First Appeal(s) I filed concerning my
previous RTI request of 2/Feb/2006.  These shall include:-

a) The concerned engineering drawings
b) The concerned commercial agreements
c) The concerned Tripartite agreements
d) The concerned Laws
e) The concerned opinions
f) The concerned orders
g) The concerned file notings
h) The concerned internal correspondence
i) The concerned permissions from local or other competent authority
j) The concerned correspondence between myself and NHAI and email records.
k) Any other relevant document considered by Ld.Appellate to decide.
m) Every proof relied upon by CPIO to deny me information (qv.
sub-section 19(5) of RTI Act 2005)

7) Original reply(s) of CPIO to me on my previous RTI request of 2/Feb/2006.

8) Original decisions of First Appellate Authority(s) of NHAI on First
Appeal(s) I filed concerning my previous RTI request of 2/Feb/2006.

9) Updates, if any,  to the information which was requested by me on 2/Feb/2006.

I am always at your disposal to clarify any of the specifics of
information requested by me, which I have well set out above. It is
pertinent that I am apparently blacklisted from entry into NHAI
premises - so I cannot be more specific about the information I
require and desire to inspect / get copies of.

Finally, since PIO has not indicated the inspection charges / further
fees in his reply,  I beg to be allowed 1 hour of free inspection and
as many subsequent hours as required which I shall pay for on the spot
in cash. I am also given to understand from "17 RTI manuals" of NHAI
website that NHAI is only collecting Rs.1 per page as xerox charges
against the prescribed fees of Rs.2 per page and I hope that NHAI
extends this beneficial facility to me also - since in any case I am
entitled to information free of charge under the RTI Act due to PIO's
delay in reply.
