Dear Anurag, Your senior officer friend has got nothing to worry about. First Apellates cannot be touched under RTI Act - it is the poor PIO who is the scapegoat. At best the SIC can pass some observations against him.
It would be advisable for your friend's PIO (the one whose decision was appealed against) to communicate officially to the troublesome appellant that there is no provision in RTI Act for further review of a First Appellate's order and that a further appeal lies to the concerned SIC. In my own very recent appeal against RBI - the Apellate Dr.Rakesh Mohan passed an order (20 days late) with complete non-application of mind and the decision was obviously dictated by the PIO. Accordingly when I attempted to communicate by email to the First Appellate and the PIO about their corruption they simply blocked my email ID from RBI's computer systems. When I attempted to complain to Dr.Reddy (RBI Governor) on his email under RBI's official grievance redressal mechanism - these "corrupt officers" managed to block that to. All the official email IDs I used were directly cut-and-paste from RBI's section 4 officer directory disclosure.
