Dear Mr. Shanti

There is neither a minimum nor maximum period prescribed by RTI ACT to
dispose of 2nd Appeals.

If your appeal is not considered within a "reasonable" period of say 1
month (or even less if there is imminent emergency which is
communicated to SIC) it is open to you to approach a higher court by
means of a writ petition, and the SIC can be made a Respondent too.
