1. File a complain with the Postal Deptt. first. One
for non receipt of AD slip. 2nd for the envelop being
returned opened.
2. You will have to send another complain with the
Secretary of the Orissa State Home Ministry.
3. Follow these with an RTI Application, seeking info
on these two letters. This time send your RTI
Application using the Money Order route, since they
are acceptable under the Orissa State RTI Act.
4. Lodge a complain with the Orissa SIC u/s 18.
