Dear Sidhrath,

I had a similar situation re file of a property
i had asked for file inspection for a certain property
the answer i got was that the file is not tracable
i then wrote another RTI application attached with the
answer i got

Name and designation of the officil/s responsible for
safe custody/record maintenance of the file ( details
of file )
Details of action, if any, taken against the
official/s for safe keeping of the file, which is not
tracable now.
if no action is taken, reasons recorded for the same
IF an FIR has been filed as the file could have been
stolen/destroyed/etc

I filed also a 1st appeal 

withen 7 days i got a reply that the file is found
and i got inspection of same, and documents
