Hi Manoj, Thanks for bringing out these decisions. Just as I thought, for the CIC / RTI proceedings, "review" cannot be availed as matter of right. It is better to ask for "Full Bench" consideration of the appeal in place of review.
There must be some unique situation (as defined in CPC) for review, like a) error evident on the face of the record b) Some new evidence not available (for genuine reasons) at the time having a crucial bearing on the issue, etc. In any case my advocates always tell me not to go for review - in most cases the authority is reluctant to change his decision (admission of wrong doing) and will go out of his way to prop up his old decision even further. Going for review also limits your further appeal pleadings (as per some other provisions of CPC). IMO, for 2nd Appeal the CIC has no powers of Court (only for Complaint u/s 18) and cannot direct all these affidavits to be filed for Appeal proceedings - so always file Complaint along with 2nd Appeal.
