Yes Sarbajit, you are right...
This seems like some NGO out there to help the ppl abroad in filing
RTI in Orissa... The landline number mentioned on the contact page is
from Cuttack (a city in Orissa).
So obviously it'd be just as effective as this NGO might be. Moreover,
none of the document & forms shown on the site are available on their
server, which could mean that its practically a forgotten site, no
longer maintained.

Final verdict: NOT USEFUL SITE... Better to post the queries if you
are outside state or country.
