Greetings,

I guess many of you are aware of the Full Bench Hearing of regarding 
"Interpretation of Section 8(1)(c) of the RTI Act" was scheduled to be heard at 
4 pm on 1st August, 2008. This has now been shifted to 30th July at 4.30 pm. 
"Unavoidable reasons" is cited as the reason for this change. Check order at

Earth, would be coming under the Shadow of Moon on 1st August, 2009. For India, 
it would be a partial solar eclipse, which would begin around 1603 hours, the 
time the original Full Bench Hearing was scheduled to be heard and be over by 
1757 hrs. Timings for locations may vary. I am aware that most folks including 
Public Authorities, VVIPS etc. avoid having any functions around the time of 
eclipses either solar or lunar. I am not jumping into conclusion as far as the 
CIC hearing is concerned.

Perhaps some of might like to file an RTI Application seeking the definition on 
the "unavoidable reasons" as mentioned in the order.
