DH News Service, New Delhi: The Centre has spoiled the party time for babus. They lost an opportunity to earn extra buck by doing part-time jobs before or after office hours.
The Department of Personnel and Training of the Union Government has clamped total ban on officials of All India Services IAS, IPS and IFS from engaging in part-time jobs. Taking the serious note of many officials are devoting their time into part-time jobs than their full time responsibility, the department in its latest circular said that All India Services officers have been barred from accepting part-time employment be it in quasi-Government or an autonomous body not controlled by the Government or a private body. <https://www.online.citibank.co.in/portal/Landingmaster.jsp?TID=t2&PID=reghm&CID=t2a1p7c1&LMS=RCA$RCAO$DDB$DEHWH180$DEHWH180$DECCANHERALD> Though, Rule 13 (1) of the All India Services (Conduct) Rules, 1968, stipulates that no member of the services should involve directly or indirectly in any trade or business or negotiate for or undertake any other employment, many have been engaging in various works with or without permission. In the order the department felt that by allowing an official to take part-time employment before or after office hours in other organisations may result in deterioration in the efficiency and he or she may not get sufficient time for rest and recreation. Moreover, the Government observes that part-time work by members of All India Services might lead to depriving unemployed people of work, which they would otherwise have got. "There are many instances officials are engaging in part-time jobs such as teaching, consultancy or working as members of various organisations like NGOs or Trusts.
