Dear Chhugani
Your version to some extent may be correct . Working
officials transferred to these departments are unwanted or either
their Senior bosses and others officers in parent deptt. are fed up
with them and wants to send them away.But still sizeable persons are
willing persons to actually deliver the goods, who occupy placements
in these three departments. In every department(including the
vigilence and anti-corruption), you will find the corrupt officials.
We have no option, except to raise our voice when we are
victimized. This is how the
working is going on since a long period of time. Even if "Commission
to Control Corruption", on lines of the election commission, is set up
to fight corruption through out the country,
corruption will continue to grow. Even the recruitment to this
anti-corruption organisation is made directly, the corruption will
continue. Dr Leo Rebello on 19-10-2008 in Mumbai had discussed this
matter , including the corruption in judiciary, where advocate sons of
High Court Judges are practicing in the same centres and indirectly
their juniors advocates/touts are appearing before their father Judge
to only move their lips and obtain favouring orders for their clients
and thus are earning several crores of Rupees and are paying Income
tax also to make the money as white money. The son advocate of High
Court Judge are also CHARGING HEFTY FEES AND are earning lakhs of
Rupees as fees when they appear before their UNCLE JUDGES. Dr Rebello
has suggested certain measures, when Judicial Council is going to be
formed by GOI. In the meeting at Mumbai I also participated.
