Well if they passed correct decisions in the first place the citizens
would love them. Instead, we get this clear admission that they are
scared of the public anger swelling up against them. 

God is on the side of the righteous. Citizens have a "right" to
information, if the CIC denies this right because they are a
thoroughly corrupt bunch, then the hammer of God shall naturally
descend on them too.

Since we have brought God and Govt into this thread (although I firmly
believe in the separation of Church and State and keeping such matters
out of RTI group discussions), let me convey what my God says (BTW,
this also forms an ancient article of faith in my religion- "AD"-ism).

# ADs embrace righteousness as the only way of life.

# ADs embrace secular principles but oppose sectarianism and
imposition of religious belief into governance (especially propagation
of religious belief by government).

# ADs embrace the co-existence of AD principles with governance, but
oppose all governance in conflict with AD principles.

PS: As is very well known, this religious (9th largest religion of
India as per the latest GoI census in various names) philosophy is
supposedly behind at least 50% of all ongoing indigenous people's
armed movements in India, (excl. State of J&K) in addition to the
national anthem of India :-)
