Dear Sir, I am seeking information on quasi judicial decesions of two superiors
against my corrupt complaints against another corrupt officer. These two
superiors are not in same dept now, one has retd yesterday and one had gone on
posting . I have applied RTI application on the PIO of same dept where we all
served in that period..the PIO is acting helpless saying there are no records,
so i lodged first appeal to the First Appelate Auth. I have some queries now
for my next action...........
1 Is there a compulsory time bound limit between RTI application of 30
days , first Appeal and Second Appeal?
2 I have lodged a First Appeal after 90 odd days as my RTI application was
being transferred from one PIO to another, Now i have given specific date of
reply to First Appellate Auth, should i send reminders or lodge second appeal
to CIC?
3 The PIO/Appellate Auth have forwarded my issues to Ex official as per
telephonic confirmation, now if one of the Ex official is retired or another
posted in a different location is refusing or giving evasive answers, what
option does the PIO have to get me information from them?
4 Can a retd and another Ex offical who has been posted out be forced to
provide copies of offical documents which they should have left in the dept as
PIO is not able to trace it ?
5 It is after all PIO/Appellate Auth responsibility to provide me
information , what action should i suggest to them in any reminder from me ?
6 Once i drag all of them to CIC whom should i blame PIO OR APPELATE AUTH
OR Ex official ?
7 My feeling is the redt and Ex offical have left no record to save
themselves from later accountablity, how to chase them? is it through same PIO
and Appelate Auth forcing them with information what action they are taking
against the Ex and retd offical ?
8 Can a retd and another Ex offical offical be summoned to give information
to CIC with PIO and Appelate Auth, should i seek this demand in my second
appeal?
6 Can CIC recommend disciplinary action against the retd and Ex official
for not keeping records of quasi judicial making decisions supposedly should
have been done by them on corrupt complaints?
Lastly i am determined to chase these corrupt officials . I shall keep seeking
advise from the forum, thanks in anticipation. Kindly all forum members help
with info on RTI intepertation to make these tarnsaprent decesions open for
Public.
