The impugned order - like the majority of SG's cyclostyled babu orders
merely computing delay and penalty - is not reasoned and/or speaking.
Which is actually very surprising since 2 legal interns have been
assigned to SG (in place of Court Masters).
Under the Bonded Labour Act, the bonded labours (and their children)
can be released from servitude and also released from discharge of
their debts and their pledged properties are to be returned to them.
For this process the District Magistrates issue a "release certificate".
The applicant wanted to know the procedure to obtain the release
certificate. In passing I may mention that minor children are being
imported in large numbers into Delhi for embroidery / jewelery
works (for their nimble fingers) and their parents have bonded
them to the contractors ('thekedars') of these export units.
Obtaining the release certificate is a racket in the DM/ ADM /SDM
offices here, there are NGOs involved too - some shady some genuine -
IC(SG) has demonstrated by this bizarre (non-speaking) decision that
he condones this racket and the exploitation of little children.
