  of forging these) we have the proof here to nail the CIC.

  My observations:

  1) Pankaj Shreyaskar (I never knew his real name to be Pankaj Pandey)
  uses a yahoo mail account for official work ? No wonder Chinese
  Hackers have a free run at the CIC.

  2) The recommendations (?) of the Convention are concocted by Pankaj
  Shreyaskar and ratified by Mr. Habibullah? Surely these things are
  meant to be ratified by the General Body - or at least the
  participants / panelists. Strange how none of the other ICs seem to be
  in this loop !

  3) The entire show was rigged by the NCPRI in co-ordination with Mr
  Habibullah to benefit the MASSIVE and systematic NREGA loot which Ms
  Aruna Roy and her gang are promoting via RTI and Panchayat Ministry
  (we all remember who retired as Secretary from there). was this an
  NREGA convention or an RTI convention?

  4) Now I can finally share something with the group - actually this
  places it firmly in public domain where it deserves to be. When I
  "served" on a panel at the First CIC organised RTI Convention of Oct
  2006 at Vigyan Bhawan - half our panelists (Panel #2) failed to turn
  up for the morning deliberation session. SCIC Tolia (of Uttaranchal)
  was the Chairman and he proceeded to spout the official line including
  tutoring the PIOs present to rewrite their Weeding Rules to delete all
  records older than 10 years. We were then all meant to sit together
  and draft our panel's recommendations. Curiously SCIC Tolia remembered
  a prior lunch appointment and promised to rejoin us to draft our
  recommendations / resolution. Till 3:30 PM there was no sign of him,
  and finally just when it was our turn to go upto the Vigyan Bhawan
  dias to present our panel's discussions SCIC Tolia lands up in a very
  "merry", "jolly" and "well pickled" (to the gills) mood and proceeds
  to take typed up sheets of paper out of his coat pocket purporting to
  be the deliberations of our panel (and which were clearly his
  pre-written fantasies). Once I got my turn at the mike, I of course
  disabused everybody publicly that we had ever agreed to such things or
  that I was a party to such crap. In fact I publicly refused to agree
  to (or ratify) the crap which SCIC Tolia and Mr Yugantar (who wasn't
  even present at the deliberations) were trying to palm off as our
  panel's consensus.

  5) Based on my experience, this time around many principled and
  upright RTI'ers (individual citizens) invited by CIC to serve on
  their panels refused to participate (be accomplices) in this
  blatant subversion of RTI by Romeo and Juliet. Needless to say
  I was not invited to attend (being 'persona non-grata' at CIC).
