Central Information Commissioner Ms. Annapurna Dixit obviously labours
under the sad delusion that she is a "competent authority" per the RTI
Act.

In a case involving commercial confidence of allegedly sub-standard
HIV detection kits manufactured by "Monozyme India Ltd", the bench of
IC(AD) proceeded to direct as follows

"6. The Commission holds that this information is being sought very
clearly in public interest as cited by the Appellant and, therefore
believes that it has every reason for overriding any apprehension
which the Public Authority may have on its disclosure. The Commission
directs the CPIO NACO to provide the Appellant with the DIR report of
World Bank along with the factual position with regard to HIV kits in
India and NACO's recommendations based on the World Bank Report ..."

Not only does this single paragraph expose that IC(AD) is clearly
tainted with the same virus for un-empowered orders as IC(OPK) was
(they now share office space and an Asst. Registrar), but little
niceties such as section 8(1)(d), section 11 and all those other
things which safeguard the vested protected interests have all been
thrown out of the window in IC(AD)'s advancement of foreign-funded
pharmaceutical mafia's (I have not yet achieved the "advanced" levels
of Dr.Leo Rebello on this theme) to get low cost Indian HIV kits
(albeit with a higher false-positive rate and some other flaws)
replaced with theirs costing 80 times more at Govt (taxpayers) expense.

It would also be wise to recall that IC(AD) for 20 years was with the
UNICEF promoting Health interests in 3rd world nations.
