prosperity. 
  
A NEW BEGINNING - DISCLOSURES UNDER RIGHT TO INFORMATION ACT, 2005, PROVED THAT 
WEST BENGAL GOVERNMENT IS FULLY RESPONSIBLE FOR THE GROWTH & DEVELOPMENTS OF 
KOLKATA LAND MAFIA? 
  
In 1985 a fire was broken in a part of the famous New (Hogg) Market of Kolkata, 
which was owned and belongs to Kolkata Municipal Corporation. Since the 
transfer of the right to develop a AC Market under the Satyanarayan Park, 
Kolkata, through his close friend S K Todi, Shri Jyoti Basu, the then Chief 
Minister of West Bengal, learned lessons to use the public properties, for the 
welfare of his supporter businessmen. Accordingly, contract of the rebuilding 
of aforesaid burnt portion was granted to M/S. Martin Burn Limited, on behalf 
of the financiers of the project Mr. Radhey Shyam Tulsian, Shakar Saraf and 
Govind Ram Agrawal. According to information supplied under Right to 
Information Act, 2005, by the Director of Income Tax (Inv.), Kolkata, for the 
aforesaid contract for rebuilding was granted by the Kolkata Municipal 
Corporation on a very meager payment of premium of Rs.1,04,78,160/- (Rs.1.05 
Crore). 
  
Whereas, according to the then prevails premium in the vicinity of that area, 
aforesaid contract must have been for the more than Rs.15 Crores. After 
construction of the required shops for the rehabilitation of the existing shop 
owners, the contractor was free to sale commercial area of about 97,020 Sq. Ft. 
at their own sweet will through lease agreement. According to the then 
prevailed premium in the vicinity of the area the premium for the aforesaid 
commercial areas could have been more or less about Rs.50 Crores. According to 
aforesaid admission through Information supplied under RTI Act, made by Income 
Tax Department, the construction cost and other expenditure for the project 
arrived Rs.8,55,75,170/-(Rs.8.56 Crore). Therefore, net profit from the project 
could have been much more or less Rs.40 Crores. 
  
Now distribution of aforesaid estimated profit according to prevailed system 
should have been 40% of which could have been Rs.16 Crores, in favour of the 
Kolkata Municipal Corporation. Therefore, through aforesaid contract public 
properties of Rs.15 Crores was misappropriated, by committing the crime. This 
was also mentioned by the Newspapers at that point of time. But subsequently, 
Newspapers have been managed. 
  
Now, this is to be answered whether Shri Jyoti Basu, the then Chief Minister of 
West Bengal or Shri Kamal Basu, the then Mayor of Kolkata Municipal Corporation 
or  CPI(M) Party or Shri S K Todi actually were benefited out of the aforesaid 
misappropriated portion of Rs.15 Crores? 
  
According to aforesaid estimates the amount of profit of Rs.24 Crores should 
have been availed by the Contractors. However, Income Tax Department, under RTI 
Act, supplied information that the total concealment of Rs.13,20,08,222/- 
(Rs.13.20 Crores) was detected tentatively from the firms, trusts etc. of the 
aforesaid financiers of the aforesaid market. However, in view of the evidences 
collected from other sources, this is amply clear that aforesaid report, 
prepared by Income Tax Department, under approval from CBDT, was also based on 
manipulation, rather prepared under hand in gloves. This fact I will refer in 
another message along with the strong evidence.      
  
Under the Kolkata Municipal Corporation Act, the Municipal Commissioner is 
appointed by the Government of West Bengal. So the Municipal Commissioner, 
being the authorized agent of the State Government in the Corporation, is not 
entitled to sign any such important document/contract, without consent from the 
State Government. This is also evident from a statement made by Mr. Kamal Basu, 
which he made when a rift was developed with regards to some shops out of the 
aforesaid project, between him with the CPI(M) State Secretary Shri Biman Bose. 
This and other elated statements were published in the Newspapers dated 
8/2/1990 and 10/2/1990. Shri Kamal Basu says that “he did not want to be Mayor. 
“Budhhadev Bhattacharya came over and escorted me to the CPI(M) office where I 
was asked to be Mayor. But, I will not resign just like that…it is up to the 
party.” He also said as long as Mr. Jyoti Basu was “fit and holding the reins 
of power”, he would remain unchallenged. “Jyoti Basu may be target, but they 
can’t challenged him” Mr. Kamal basu said.”   
  
However, I was experienced that after the aforesaid contract granted to M/S. 
Martin Burn Limited, it’s one of the then Director Mr. Sanjay Kumar 
Jhunjhunwala (who was also the brother-in-law of four of the other Directors of 
M/S. Martin Burn Limited including its Managing Director Mr. Kedar Nath 
Fatehpuria), converted himself as a White Collar Land Mafia, with the support 
of his associates including Chuni Lal Mukherjee and misused his connection with 
Shri Jyoti Basu to black mail me by various means and methods to grab my 
valuable properties. He created such a miserable situation against me, by 
hatching a Plot to kill me, which was taken place on 18.07.1986, in which I 
suffered 42 stabs. Another attempt to kill my son was also committed, on 
22/02/1991 under another plot hatched by him, through a staged Truck Accident. 
This Accident of 22/02/1991 was staged under Police Protection. Thereafter, 
aforesaid Kolkata Land Mafia caused and created such a  terrible situation, 
compelling me to flee from Kolkata along with my entire family.
