This 2007 CIC decision takes the cake.

An Indian citizen has developed a scientific device of "revolutionary
content" that can predict earthquakes 2 years in advance which he
communicates to the CSIR. The details are forwarded by the CSIR to the
CBRI (Roorkee) who does nothing with it. After 3 years of inaction the
citizen demands in RTI to know what happened to his invention and the
forwarded papers. The CBRI says they were never received. The matter
reaches CIC where the Chief, to save the PIO from a hefty penalty,
quibbles over if a "no disclosure" agreement or "non-disclosure"
agreement is operative. 

Net result: Earthquakes (like terrorists) continue to strike without
warning in India.

God help India if our Intelligence johnnies bear a string resemblance
to our Information Commissioners.
