CAN INFORMATION COMMISSIONER FORCE APPELLANT TO INSPECT FILES BY TRAVELLING MORE THAN 1000 KM
In orders against my appeal against refusal of information by CPIO- SEBI and AA-SEBI, IC Mr A.N.Tiwari, ordered to inspect files at Mumbai office of SEBI, whereas SEBI had earlier offered some files at their regional office. IC, Mr Tiwari is biased against information seekers and puts words in mouth of respondents on issues, APPELLANT HAS TO FACE RESPONDENTS+ IC ALONE. Not only this he speaks non-sense against information seekers, I have come across some other persons who have similar view. It is unfortunate that a person has to again and again face the same IC, because there is no rotation policy in CIC as in High courts and Supreme Court. He knowingly that poor information seeker cannot move to High Court. On query, which was not replied by CPIO as well as AA in 1st appeal, when I asked for levying fine for intention refusal of information without assigning any reason, he loudly said "I condone delay" In a complaint against SEBI, he without referring complaint for investigations dismissed it on lame execuse that I did not attached copy of orders of AA-SEBI, whereas although I did not attach copy of orders, these orders were available in file of CIC, against which I had alleged that CPIO has provided misleading, false and incomplete information. In this case also, I made these allegations against CPIO-SEBI, Mr Tiwari told that he is hearing appeal, in appeal he cannot hear that information is false or incomplete, in orders against that query, he mentioned that I did not press issue.
