Appointing many ICs is no solution (-adequate staffing may be needed). Fear of
no penalties has emboldened PIOs. PIOs hardly care for providing information.
In my opinion the Government has enacted RTI Act just as a show piece-with no
intention in its implementation. There is no mechanism to make ICs answerable
to their wrong decisions. The ICs in many cases neither follow the provisions
of RTI Act nor their own rules and regulations in respect of penalty. In such a
situation piling of appeals is inevitable.
