Dear Anurag, One can file a RTI application by virtue of being a citizen of this country.
It is irrelevant whether you are employed with the same PA or not. You can definetly file a RTI application on other PA as well as the PA with which you are employed. RTI Act is silent on whether a number of persons can seek information by signing on one single RTI application, but I would suggest you better avoid this. The power of RTI is that it empowers a single citizen of this country to be able to seek information from the huge government machinery.
