Dear All, If we Go through Sec 18 of the Act , The Flow chart has another way 
also Perhaphs Mr Abhi will look into it . In Certain Circumstances there is no 
need to go to the FAA , Hence the RTI application will not Flow but jump also

Dear Ajay,

The flow of a RTI application goes like this:

1) PIO > FAA > CIC / SIC.

It is one way track like Lower Court > High Court > Supreme Court.

2) PIO provides no, false, incomplete or misleading information, they all mean 
one and the same thing and that is the requested information is not provided. 
He has passed his decision whether it is to your satisfaction or not - File a 
First Appeal with the First Appellant Authority. (Please do not go back to the 
same PIO, as he has passed his decision)

2)FAA himself or through PIO provides no, false, incomplete or misleading 
information - File a Second Appeal with the CIC/ SIC as the case maybe.
