In my case concerning AIIMS for bogus MBBS and missing Class XII credendtials, non-compliance is there since September 2006. Emails to Mr Habibullah did not yield any results. Then PIO Debashis Panda IAS in AIIMS is now appellate authority with Ministry of Health & Family Welfare.
