Hi, As long as you limit yourself to only "dry statistics" they cannot invoke any exemption. However, if you seek names, ages and other such details of the children it can be refused.
Also please read section 11 carefully,if the information sought "relates to" children then whereas they cannot directly refuse you the information, the PIO is required to serve 3rd party notices to all the children (or their guardians) to oppose you. They will also claim "disproportionate diversion of resources" for this. So be prepared and anticipate these defensive tactics of the PIO. Of course this is assuming that the CWC admits that they are a PA and required to appoint PIO and FAA in the first place. I think a complaint u/s 18 to the KSIC may be in order first (or simultaneously) regarding non appointment of PIO and other infrastructure.
