1) Happy to share information in response to RTI Applications ( since 2005) &
Citizens Demand that Pune Municipal Corporation’s Building Permission Dept
has decided to upload the Status Of File on PMC’s web site very shortly (
hopefully, within four weeks from now). Only authenticity of Digital
Signature part is pending. ( See e mail from PMC, dtd 1.4.09 Part B). (
Thanks to PMC Commissioner Pravinsingh Pardeshi, Ex Comner Dr Kareer, Prashant
Waghmare ( City Engineer) Shri Erande PMC Software In Charge, Shri Pavaskar (
Asst Engr, PMC) & Entire PMC Team.)
What essentially it means is that Citizens/ Architects can access the Status
of File from anywhere in the World, no need to visit PMC office. If desired
one may demand implementation of said System in their Cities too.( What is
required publication of Checklist of Documents, Standard of Performances (
Vivek Velankar, Jugalji Rathi & Prayas Group done wonderful job in MSEB
offices in Pune) & Status of File on Net.
In case of practical difficulties one may take the help of NIC ( Govt Of
India ) for publication of Status of File.
2) I have also been given to understand that Boon Mgt Co( Pune ZP consultant )
have given presentation to PMC Bldg Dept about ISO 9001.PMC’s Vaccine Dept is
already ISO 9001.
3) CIC invites Best Practices from Govt Depts, I had this message to
all CICs & SICs (with expectation that it would also invite Best Practices
from Citizens i.e Status Of File in their Depts/ Areas, while assessing
Section 4 Compliance on Quarterly Basis. i.e RTI Conclave by CICs & SICS).
It is worth noting that Appl Auty DoPT has informed us that Nodal Agency to
Monitor Section 4 Compliance is CIC & SICs.
CICS/ SICS should invite Good practices from RTI Activists, Doctors/
Engrs/CAs/ Associations , Chamber of Commerce, FICCI , NGOs etc. to take RTI
to its logical Conclusion i.e. Good Governance...

PMCs web-based service for architects

Architects submitting their building' plans to the Pune Municipal Corporation
(PMC) for approval need not run around to know the status of their files.
The building permission department shall soon provide web-based service to the
architects.
Speaking to DNA, the information technology director of the PMC, Ra-jendra
Erande, said, "Once the system is in place, we will provide the architects
submitting their plans a registration number and their digitised signature to
check the status of the file."
The'department is working on the security aspect of the system so that only
those concerned can access the file status.
"The system will operate in five steps that include completion of application,
site visit, document and Development Control (DC) rules scrutiny, scrutiny
results and post-approval status," Erande added.
City engineer Prashant Waghmare said, "At present the architect has to submit
the building plan in a CD format and there is no web-based access that would
enable him to check the status of the file. Once the new system starts
functioning, the architect ca submit the building plan online on th PMC
website. The department will scrutinise it within 24 hours 1 recommend
alterations," he said, "The system is ready but would take around four weeks to
go operational," he said.

actions and the system required will be possible to implement shortly to full
extent.
Activity Flow by Reporting steps:
File/ proposal Flow:
1 Completion of Application:Receipt of file, Documents checked and
accepted,Generation of Challan ,Challan handed over to Architec,Entry and
acknowledgement of paymen,File sent to concerned Engineer
2.site visit (optional) – 8 days ,Decide if site visit is reqd.
3. document and Auto DCR scrutiny – 8 days.Document entry and scrutiny by
Building Inspector (BI)Drawing scrutiny through Auto DCR.If objection sent to
Architect Else sent to Higher Authority for Approval
4. Scrutiny results- 8 days (normal estimation without any constraint).Decide
if the file is reqd. to be refered to Higher Authority.Final Approval of the
file (case) .Receipt of the file to concerned BI
5. Post approval: (time vary with actual payment).Challan generation for
Additional Payment.Payment by Architect Entry in system by PMC.Generation and
issue of commencement certificate by PMC
