Section 11 is not properly drafted. There is no need to mark the RTI request as 
"Confidential", information "relating to any 3rd party" is suffient to invoke 
section 11 A notice from the PIO. To clarify with the following example.

"P/A XYZ generates a record about Mr ABC (say an Income Tax Assessment order - 
:-). Mr DEF (a stranger) applies for the said record. PIO must issue a third 
party notice to ABC before disclosing it in RTI".
